The ability to navigate between the dock, menu bar and desktop would be quite useful, maybe using even the familiar tab key, possibly with some unused modifier. I can get to the desktop, start button, task bar, any global tool bars, system tray and the clock using tab on the desktop in Windows.

That should be the "all users" not the user's start menu bits. That also depends. You can create different start menus for different user groups, and then you certainly this... i;m sure i will soon enough ;) I don't redirect the Start Menu, myself (I do MyDocs, Application Data, Desktop), but you certainly can.

Help with copying files to several hundred PC's
